Override a Misguided VETO made by the Governor

Dear Reader: In part of the 2011 state budget, Governor Deval Patrick vetoed two vital budget provisions (Sections 107 & 108) that would give brokers and small businesses more time to review and compare premium rates.  Last July, thanks to the efforts by the broker community, the House overrode the Governor’s vetoes. The vetoes are now currently in the Senate, but will expire when formal sessions end on November 16.  We are close to overriding the Governor’s veto and we need your help. Please take a few minutes now to place a call to your State Senator and urge that the Senate override the Governor’s vetoes.  The call will only take a minute or two, and you’ll most likely be talking to staff.  Please see the enclosed fact sheeting and quick talking points below:

  • I am calling to encourage Senator __________ (click here for your Senator’s contact info) to override Governor Patrick’s veto of sections 107 & 108 in the state budget.
  • These provisions would give brokers and small businesses more time to review and compare premium rates.
  • Section 107 of the budget would require the Division of Insurance to utilize sound actuarial principles in disapproving rates, protecting small businesses and working families by ensuring that rates are adequate to cover medical expenses.
  • Section 108 would require that the Division notify the health plan 60 days prior to the effective date of the proposed rates if it intends to disapprove the rate, rather than the current 45 days.
